This legislation, while covering multiple issues last session, now just authorizes the Georgia Government Transparency and Campaign Finance Commission to waive penalties improperly assessed against local elected officials who did not file, filed late, or filed an incomplete contribution disclosure report or personal financial disclosure statement from Jan. 1, 2010 to Jan. 10, 2014.  Said reports may again be filed in paper format for a fee of $40. Up until December 31, 2016, there is a grace period for those who did not file, filed late, or filed an incomplete report in that four-year period whereby the public official will be deemed in compliance.

This legislation requires the Georgia Superior Court Clerks' Cooperative Authority to create and maintain a trade name registry. This bill provides that $5.00 of the $15.00 registration fee be retained by the Superior Court Clerk's Cooperative Authority to create and maintain the statewide database until the year 2020. However, that is offset by the new $15.00 renewal fee.

The latest substitute to this bill (LC 29 7096ERS) changes the way that unpaid property taxes of a surviving spouse are collected as a part of year's support. When there is a homestead property, no other properties can be set aside.  If there is no homestead property, then other types of properties can be set aside.

This legislation prohibits fire insurance providers to rely solely on: 1) the Insurance Service Office (ISO) public protection classification system rating; 2) a rating system that does not take into consideration a rural community's fire department or service response time; 3) a rating system that bases the classification solely on the distance to the nearest fire department.

This legislation allows the Superior Court or State Court to allow electronic filing of court documents by rule.  The clerk of court may establish an additional fee for each electronic filing and electronic payment.  It does not, however, require the new fee to be turned over the county general fund.
